Hi, there seems to be an issue downloading the MT Enhanced Plugin for Trados Studio 2017. The file never starts downloading; Chrome developer console shows that the link to the actual file errors out, as you can see in the screenshot below.
Try using this link with rws instead of sdl:

Still doesn't work, sorry... It now claims we don't have a license for any Trados Studio version in our account.
I believe this is because you have a Starter licence in your account and this version doesn't support the use of apps. You will need at least the Freelance version to successfully download and use apps.
