This will require an investigation to understand what we need to put in place to write the external structure of the target content when building the target xml that is 'added' to the native format; not existing.

This problem exists for bilingual/multilingual native formats that don't have the target content in the native file.  In this case, the File Type will attempt to rebuild the target element structure, but this will exclude the external elements that are not present in the ISegment
