DeepL Plugin for SDL Studio 2017 not returning results

As the title says, I've installed the DeepL plugin, which works great on my old computer, and I simply cannot get it to return any results on my new one. I can select the TM in the Project settings, and enter the API key and it all seems to work, but no translation results show up.

I saw someone else mention something about there being an issue with the security certificates in their environment not allowing connection to the DeepL server, and I suspect something similar may be going on here, but I have no idea how to diagnose and remedy the problem.

For context: this is a new HP Dragonfly with Windows 11, and I am also not able to get my Outlook/Thunderbird to work consistently, it keeps giving me issues with the connection to the email server, but it does work about 50% of the time (without changing any settings). I suspect something is blocking my connections somehow, but I don't know what. I've already added exceptions to the firewall and antivirus etc. and switched all of those things off, to no avail. There is also no actual problem with my internet connection, I can browse the internet just fine. I've also changed set my computer to set the time automatically, so that should be alright as well, but I'm really at my wit's end here...

I have updated to the latest version of Windows I could install, there is a newer one, but it refuses to install for some reason, I suspect the same reason that is causing all of the other issues.

I am not getting any error messages, so unfortunately I cannot give more information than that the translation results window just says "No" when I move to a new segment that has no TM matches. I've also enabled looking up MT translations even when a match is found, that's made no difference.
