I did a quick test and it seems to be working for me.
Perhaps the old version didn't get overwritten:
Can you try deleting the "TargetWordCount" folder inside of:
C:\Users\[USER NAME*]\AppData\Roaming\SDL\SDL Trados Studio\12\Plugins\Unpacked

* Please enter your user name here

My guess is the old version did not get overwritten.

If you are still having issues, perhaps it is another issue.
If possible, could you send me the file for testing if the above solution doesn't work?
