The 'user' question for Collaborative Review exists out of two parts

1. Authentication, when using SingleSignOn (SSO) with Microsoft ADFS, this actually comes from Active Directory
2. Authorization, when using ADFS, this will also come from Active Directory potentially transformed.

There is no sharing of CMS User Profiles (like with ISHSTS) as the IdentityProvider is Active Directory (and not CMS Users like with ISHSTS).
