Your question is a tech question, so it is hard to know how you currently work with the system (e.g. integrations to TMS/WS/FS, TranslationJob usage, Pull Translations, Push Translations,...)
An [Internal] call cannot be accessed over the SOAP web services, and is hence not public. This specific API call triggers a Pull Translations, which is not the most current or advised model.
At this moment in time, this API call has been caught up with TranslationJob. I would advise to look there.
