Software requirement for developing application using Studio API

Dear all,

Sorry for posting such a trivial question, but I couldn't find the answer anywhere. My question is simple. What software environment is required for developing applications using Studio API? To be more specific - is MS Visual Studio 2010 C# Express enough to compile sample projects and use the API? I assumed all I need is VS2010 and a valid Studio license on a given machine. 
Also, I've seen Ian's post on some specific path that are required. All of them point to the C drive and folder, which are not available to users with restriction on their system account. Does this mean we need to run VS "as an administrator"?

I am asking all this, because when I opened sample projects from SDK 2.1 and tried to compile them I noticed almost all resources on the project tree had the warning sign saying that the resource couldn't be found. I was able to manually browse to all specific libraries, but I'm pretty sure this is not how it should work. Any idea what went wrong?
