I just wrote an article about that error today that might help. Its not live/fully reviewed yet but maybe something you can try out even though the message is not exactly the same:

Symptoms

Cannot connect to the licence server.
Please check that you have entered the correct license server name and have network access.
Error Details: Unknown error (Support reference: -130)

Explanation

• Network connection between client PC and server/PC on that the SDL Licensing Toolkit resides cannot be established.
• SDL Trados Studio network license is not properly activated/licensed.
• SDL Trados Studio has not enough rights to establish a connection to the SDL Licensing Toolkit

Resolution

To avoid unnecessary steps, restart your PC and try again to start SDL Trados Studio. In most cases this already helps. If not please follow the solutions below one by one until the error does not appear again.

Solution 2: Run SDL Trados Studio as administrator.

Run Studio ones per startup as administrator:

1. On the START menu, locate SDL Trados Studio that you want to always run as an administrator.
2. Right-click the application’s shortcut, and then click Run as Administrator.

Run Studio always as administrator:

To mark an application to always run as an administrator, do the following:

1. On the START menu, locate SDL Trados Studio that you want to always run as an administrator.
2. Right-click the application’s shortcut, and then click Properties.
3. In the Properties dialog box, click the Compatibility tab.
4. Do one of the following:
   • To apply the setting to the currently logged-on user, select the Run This Program As An Administrator check box, and then click OK.
   • To apply the setting to all users on the computer and regardless of which shortcut is used to start the application, click Change Setting For All Users to display the Properties dialog box for the SDL Trados Studio executable file, select the Run This Program As An Administrator check box, and then click OK twice.

Solution 3: (Re-)install SDL Trados Studio as administrator.

If not installed...

1. Right-click on the SDL Trados Studio installer
2. Choose Run as administrator.
3. After the installation start Studio.

If already installed...

1. Uninstall SDL Trados Studio 2011/2014 components via the Control Panel:
   • Windows Vista/7/8: START > Control Panel > Programs and Features
     Note: Make sure you remove all SDL MultiTerm 2009 (or higher) components, including all updates and service packs.
2. Download the SDL Trados Studio from your My Account area.
3. After the download finished right-click on the SDL Trados Studio installer.
4. Choose Run as administrator.
5. After the installation start Studio.

Solution 4: De- and activate the Network license for SDL Trados Studio.

In rare cases a deactivation and reactivation of the network license can solve this behavior:

Thank you for the reply.

The error I'm getting is from the API, not from Trados SDL Studio...

Also, the error we are (sometimes) getting says "License check failed, with exception: Sdl.Core.FileCheck.FileCheckException: Unknown error"

So something unexpected is happening. It can't be a connection problem, since they can start Trados SDL Studio without problem and with a valid license key.

The problem only arises if they are using a tool that uses the SDK.

Rebooting the pc doesn't help, they can still use the Trados SDL Studio, but not our own in-house developed tool that uses the Trados SDL Studio SDK.

I still have to try the other solutions though... do you think they can also help when the API gives this different error message?

No, it is 32 bit.

We also see this error with our SDK-apps occasionally, the only thing that helps is a reboot.

Can't say why this happens, tho. Looks to me like the licensing-mechanism gets stuck at some point and isn't released until the PC is rebooted.

I see. Anyway please make sure that the application runs from the Studio folder or you use the assembly resolver.
