Maximum number of CALs reached

Hi,

We are constantly experiencing an issue with an automated process that we are developing while connecting to GroupShare. The error is:

Error message in Trados Studio stating 'Failed to get project file phases! You are not allowed to perform this action. Maximum number of CALs reached.' with an OK button.

The error above is from GroupShare when opening a project, but we experience the same error in the application that's performing the automated process. We have X number of trados studio network license and we have one GroupShare Project API license. I'm pretty sure that our network license is not all used, so I'm wondering why we are having the issue above. What kind of license should we have for the automated process/application so that this does not happen?
