Did you check the smart action functionality? Which allows you easily select the right tags to copy to target?

I will say it is not consistent to get the smart action menu to pop up. I am testing in the Online Editor and I have a segment that needs tags, but the smart action menu is not giving the option to add tags. Being able to copy/paste from the source would be easier and more consistent.

Actually the explanation is very simple. In source you only have tag placeholders which means, for text selection they will not be offered as it's not recognized as appropriate action. If you would have tag pairs, option will be offered. If you cancel the text selection, tag placeholders will be offered. We tried to optimize what is offered at which point to give users the most matching actions for the context they are in.

Some of these are tag pairs. I am also trying to just have my cursor in the segment and the smart actions do not even appear. The only way I can get smart actions to appear is if I select test, but the option for tags is not there.

They look like, but they are not, I can clearly see that all in your list are placeholders (tag pairs have different shape).

At any point you can press ctrl+, to invoke all available smart actions.
