You cannot really do that. If your first occurence doesn't have 100%/CM match, you need to update it and such update needs to propagate to all repeated segments, If they are locked they would not update. If first occurence is 100% match so will be all other occurences and they will get locked based on the existing rule.

And what is the expected behavior afterwards. If you change the first occurence with the rest of them being locked, only first one will be changed, is that what you are looking after?

Yeah, I see your point there. This is based on the assumption that 100%/CM matches are not edited but in that case all 100%/CM matches could be locked anyways.
