QA rules for character length restrictions by language

Currently the QA Checker length verification is global for all languages. We have varying restrictions for different languages for content types with length restrictions. Configuring at the language level will help make this QA check useful for our teams.

You cannot custom set the length verification at a per language level. It is only at the global level.
