Currently, the permission to Download files (in general) and Download Files in Restricted Projects (in particular) are "all or nothing" type of permission.

In the case of customers who want to restrict download of files in projects, this is normally reserved only for the source, target and bilingual files. Frequently customers would like to share instructions, context or other reference material which wouldn't be subjected to the same "no download" rule.

Currently there is no other way to see reference files without downloading them, which means customers in this situation have to send the reference material outside of the system via email, complicating their processes.

To avoid this, it would be great if there was a separate permission "Download Reference files in restricted projects".
