When a dialog is locked in the source, set its strings to locked in the source string list, not just in the translated string lists

When I lock a dialog in the source, its strings are also locked.  But this isn't visible in the source string list.  This means that when I'm checking the source strings, I don't know which ones are on locked dialogs and can therefore be ignored.
