Make SDL Trados GroupShare 2017 Dashboard items moveable

It would be nice to have the possibility to customize (moving/resizing items) the Dashboard view on the SDL Trados GroupShare WebUI.

Phillip Maieski - can we mark this as Delivered? GroupShare 2020 now allows moving, resizing, disabling individual panels on the Dashboard.
