Provide Revert to SDLXLIFF function in O.E.

"REVERT TO SDLXLIFF" is not accessible from the OE, so -after being finalized- projects can only be put back into editing from Trados Studio.

I kind of basic function seems like something that should exist for PMs in the GroupShare online interface (maybe from the Projects screen where we have the 'Mark as complete' option?
