Enable a setting that could be made so that only assigned reviewers/authors can edit a topic that is the target of their review in Draft Spaces

Our end users would like to ensure that reviewers/authors can only edit the topics they are reviewing (topics for which they have received a link) and not other topics that are in Draft state in a target publication.
