Indeed, currently Where Used feature in all Desktop Clients (Xmetal, Oxygen, or Pub Manager) is always showing the last version of the object in which the referenced topic was used.

Just in case, to bring clarity, the last version of the object in which the topic is used does not mean that this version is the current last version of the object. 

Organize Space does mention all versions that reference the topic. However, it also does not specify if the current last one mentioned is a real last one.

Behavior in both types of clients Desktop and Organize Space is by design, we do list all versions that have a reference to a topic since all of them mention current relevant usage of the topic.

What can be improved as a suggestion: we can add additional information and show if the version in the list is the historical version.

"Where used" showing only latest version

Ideally the "where used" window should only show latest version of topic where used. We only need to edit/remove a topic where used from the latest version. Seeing the older 'released' versions too only creates confusion and duplicate work when reviewing if all 'where used' where removed when retiring a topic.

    - We are currently using Tridion Docs 14.
    - Regarding the retiring process final step in our team: Retired topics are moved to a dedicated folder rather than being deleted. This helps maintain a record and facilitates future reference. We carefully review the 'where used' connections for each retired topic to eliminate any references from the latest versions of 'active' topics (i.e., non-retired). After the removal process, our aim is to ensure that the retired topic no longer links to active topics in the 'where used' window. Seeing some topics still linking to the older 'released' versions, creates confusion and duplicate work.
