Be able to export a CVS file for the Publish Queue

Have the ability to export a CSV file from the Publish Queue with extended details in the data. This could feed into a reporting solution such as Microsoft Power BI or something similar.

Bonus, have it also available from a RESTFul API, and then we could point Power BI to it and generate dynamic reports on a regular basis.

This ability is already available via the core service. That is to say, if you use the core service from Windows Powershell, you can easily pipeline the results of your query into Export-CSV.
