Again you may be "off-track" with trying to use Math along with Tabular Alignment, but to answer your direct question about Math: There is no Math macro for a double underline because nesting of the <ub> macro in Math is supported.
I just tried a double nesting <ub><ub>...<ubx><ubx>, just like that with no added arguments, and it worked fine and I got a double underbar (or "underline"). You can adjust the thickness and relative position of the two underbars via the optional arguments to <ub>.
