I am using <?urule;3?> macro generate double underline within the cell of the table but it is clashing with the data whereas it is generating fine when I use <?urule;1> to generate the single under line.
Can you please help me to have same spacing as it is generating for single underline.
These values are coming out of the t3 Ruling tabular spec, there are values for Single Underline Rules and Double Underline Rules.
You may have the Space Under field set to 'center' or some other qualified value for your Single Underline Rule 1 and the Double Underline Rule Space Under Line field set to 0.

The way you would fix this is to open the Division Ticket (form the Soft Key menu, choose Activity, then Division Ticket).
From there, you can specify the weights and offsets of the underline rules. We use 1 for single underline and 2 for double underline:
So, just to clarify.
The question posed and Sharon's response was about table row rules. Sue's response was about underlines.
Those are two different things.
