We have XPP 9.2.2.0 on a Windows Server.
We often use frills to put stuff that is printed at the top or bottom of a page. In this case we want to export all frill contents to the Xyascii file using fromxsf. I have looked at cmdutils.pdf, and tried omitting +m, omitting -nofrill, adding -cgt, and various combinations of those but am unable to get the contents of all our frills into the Xyascii file.
Is this even possible?

Unless I am mistaken fromxsf will not export the content of the frill blocks, since these are not part of the imported data, but get created by compose.
It is a pity that you don't run V9.5 or higher, since that version introduced the very useful htmlexport feature.
This would allow you to export everything that is on a page and the necessary page separators into a html format.
And from there it would probably rather easy to get hold of what you are looking for.
If you want to stay with V9.2, you need to look at either the divxml or showxsf utility, but their output is not for the faint of heart
