Get an error Message when opening a PDF Files in Contenta Explorer

I get the following error message when I open a PDF file in Contenta:

Trados Studio interface showing a list of PDF files with 'read_write' status. An error message popup reads 'Can't launch the tool - system error: This program is blocked by group policy. For more information, contact your system administrator.'

What settings do I need to do so that I can open, view, and edit PDF files?
