Often, I cannot download the project to desktop version, or the icon create return package is greyed out.

Can you please confirm if there is any error message? Please add a screenshot.
What browser are you using? do you use any add-blocker plugins? THe issue might be caused by the browser or security settings blocking the platform from starting the download process.
Can you try in a different browser?
