I have installed the 2019 upgrade from 2017, but it loads like a new installation. All of my settings (that took a long time to perfect) are in 2017. Is there a profile that I can import or do I have to start from scratch?

Studio 2019 is a new, standalone installation so of course you get new settings when starting the program.
You can use the Studio Migration Utility(direct link below) to migrate , projects, templates and so on.
