I have installed the 2019 upgrade from 2017, but it loads like a new installation. All of my settings (that took a long time to perfect) are in 2017. Is there a profile that I can import or do I have to start from scratch?

I'd recommend you don't migrate any of your settings. Resources yes... but not settings. You are asking for trouble if you do this because if there were bugs you may introduce them into a new version where the bug was fixed... you might also bring in templates that use old filetypes... you might also find the new settings work in a different way... etc. When you upgrade from one major version to another it makes sense to recreate the settings.
