I did a clean install of Windows because the SDD on the PC where I installed the license activated software had failed.
I need to deactivate that license, but I can no longer access that software.

You don't need to have Studio available to do this. You didn't tell us which version so here's a few...
You can reset your own license by using the Self Service option in your MySDL account for SDL Trados 2007 and SDL Trados Studio 2009.
