Have yo made sure that the installation is also 2021 Starter and that the activation code is for 2021 Starter?

I am not sure if I understand your question. But, this is what I am seeing on my list of available licenses:
The one I assigned was Activated on 27-09-2020 and it hasn't been assigned until last week to Nadine Gates. The Expiry Date is: 16-03-2021
So have you made sure that Nadine Gates is using 2021?

I am in the USA. Previously I used to copy the person with installation difficulties and SDL contacted them.
Not without her having a support contract. She should raise the problem in here herself so we can convert it to a support case if she needs help so the support team can be sure they have all the details they need.
