This appears to be random issue (affecting some users), but doesn't actually prevent you from accessing the internet 

Studio makes a call to the following address http://1.1.1.1 to ensure that there is indeed an internet connection and, we know if this is a Language Cloud issue or a general issue with connecting to the internet.

If you are using a proxy, then this may need to be reconfigured to allow this call.

I would first suggest making sure everything is completely up to date

Steven, I did all that, added all those URLs to the excluded, allowed websites list and stuff, and I have the same errors when I open TRADOS STUDIO 2021... I am stuck...

I have the same problem.  This does not work and has nothing to do with proxy or AV settings.  Now I cannot even open files for translation..
