If you check the Licenses section of your SDL account, then you should be able to see that your license doesn't have available activations at this moment. 

However, you can also see the Reset License option, and if you click on it, you should be able to reset 1 of these activations, so you can use the license on another device.

I have the same problem: I purchased SDL Trados Studio 2019 in December 2018 and I have installed it on one device. Having bought a second laptop I need to use Trados on this second laptop as well. I don't quite understand your answer Adrian, clicking on the Reset License option I can do... What? Move the activation to the new laptop, thus excluding the old one, or can I use the license on both devices?

If you have a Trados Studio 2019 freelance Plus it means you can install and activate the software on 2 separate machines at the same time . So practically you would install Trados studio 2019 on the new machine and activate it with the same code that you have in your SDL account - licenses tab. 

In case you have a 2019 freelance or if you have already used the 2 activations available for  2019 freelance plus (so if in your SDL account - Licenses tab it shows bot activations are in use  ), then in order to activate the license on the new PC it is needed to reset one activation. Yes this means that you can use Trados studio on a single PC at a time . So you can move the license from one PC to another. Please use the below link to see the exact steps to follow

Yes it is possible to upgrade from 2019 Freelance to 2021 freelance plus, and for this just need to check online store - https://www.trados.com/store/

Thank you for answering me. I have another question: I need to install trados on a new pc, the old one does not connect to the internet. Can I return/reset the licence from the new machine and then activate it again always on the same machine? I think I can, but I would like to be absolutely sure. Thanks for helping!

You can reset your Freelance 2019 license if you wish, and reactivate it on the same device. However, if you reset your license more than 3 times within 12 months, you may need the help of the Licensing team to reset your license.
