I just tested your license on my end and it can be activated in Studio 2021.
If you`re trying to activate it in Studio 2019 it is normal to receive that message.
If you want to use Studio 2019 on the same machine with Studio 2021 here is an article which describes how you can achieve that: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0033843
If you`re trying to do something else please provide more details.

Every time I log a ticket, I get more and more confused. Why is it so difficult (painful) to activate my 2021 license? I performed the upgrade from 2019 to 2021. I downloaded the *.exe file and installed it. When I launch version 2021, it prompts me to enter my activation code and I insert it. Then I get an error msg. Once I get 2021 configured, I'll gladly remove 2019 from my computer. All I want to do is activate my license for 2021 and it seems impossible. Can we screen share so that someone can walk me through it? I'm so frustrated. Sorry for ranting.
