Cannot create "new local project"

Question

Hello Support, 
 
 Cloud Project works well. My problem is which I cannot "create new local project". An error window always appears. 
 And word count is always "n/a". 
 
 The above problems are not fixed even if I reinstall TRADOS STUDIO 2021 again and again.
