I've got SDL Trados Studio 2017 Freelance Plus installed in 2 PCs. One of them got a problem and I forgot to deactivate the license. Therefore my license has been lost (one of them) because I didn't deactivate it. So I will have to reinstall Trados again but I don't know how to activate it now in the second computer. How can I proceed?

One of your licenses is still available for activation so Studio can be activated when you decide to reinstall it. If needed you can try to reset your license as described in this article:
try to reset the license from your RWS account as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
Note: For Freelance Plus licenses both activations need to be In use to be able to reset it.

As I said in my previous reply you need to have both licenses "In use" in order to have this option. This means you need to activate the second license and then this option will be available.

I don't see it. I have a problem. One of my licenses is in another PC who is using now my sister but Trados is under my name. When I try to deactivate her license an error appears Revocation is either complete or revocation proof is alreay uploaded. And according to his I have one license only available when I have in use 2 actually: Can you clarify this to me?
