Migrating Licensing Server has caused one licence to fail and appear as UNKNOWN. Unable to reactivate this licence.

Hello, 
 We have just migrated our SDL Trados Licence Manager server and upgraded from v2 to v17 at the same time of the Manager Application. 
 Licences for other versions, deactivating on the old server and activating on the new server worked fine with no issues. 
 
 For the Studio 2017 version however, we have two licence keys. One activates successfully but the other fails with an error. 
 
 Provider error occurred, code: 0 
 Could not activate this license - No licenses are currently available for 
 the specified activation code.

Following this error, we have a Product UNKNOWN (AllowTQA) with the object UNKNOWN. This is then persistent and unable to be deactivated. Attempting to deactivate this shows an alert 'Successful' but nothing changes.
