deactivating/activating a license

Dear Support,

I need help to deactivate my license so I can transfer my Studio 2019 from my old Windows 7 to my new PC with Windows 11. I tried deactivating online which didn't work. Then I requested offline deactivation but I keep getting an error message. I would greatly appreciate if you could assist me through the process.
