How to generate deactivation certificate offline

My old computer with Trados crashed last night and I am trying to install on my new. However, when trying to deactivate the previous license, I get this error:

 Hi Natasja, 
 Using the offline deactivation certificate won't work in this scenario. As you were not able to release your license from your old computer, you need to reset it.

 It also tells you the steps to take if it doesn't work.
