Cannot deactivate multiple Studio 2021 Professional (Network SN) licenses using the License Manager

I have upgraded to Trados 2024, before with 2021 I had 2 licenses to use (PC and laptop). Now I only have one available and I try to deactivate the licenses in the laptop for 2021 and I cannot do it because I get an error message. 

I still need to use 2 licenses. Can you please help? thanks

Error message on Trados Studio 2021 activation screen stating 'Deactivation failed. Login for this product key has been restricted. Contact the system administrator for assistance.' with an Accept button.
