I need to move my SDL2019 license to my new PC

Question

I am trying to setup a new PC with Windows 11. I want to deactivate my license on my Windows 7 machine and then download and install SDL2019 on my new machine. I am unable to deactivate my license in SDL2019, and nothing happens when I try to reset the license on my account here at RWS. 
 
 What should I do? I watched a video on YouTube but there is no return license on my account. I`m puzzled and getting frustrated.
