Yes, this is correct behaviour. This is the form where you enter the deactivation authorization. After you send it of, you will see the deactivation certificate appearing, which you then enter in your account to complete the deactivation. Usually, this works flawlessly.

In our account we have a Trados Studio 2022 license with "Allow Studio 2021 - Add-on", if we deactivate this license in the current computer, we will be able to activate Trados 2021 in the new one? it is important that it is 2021 and not 2022.

Allow 2021 means that Trados 2021 will continue to work as long as it is installed on the same PC as Trados 2022. You upgraded, this means your license rights extend only upon Trados 2022. We cannot guarantee the functioning of Trados 2021 long term.

You also have Trados 2021 Freelance as a separate license. You could use that.
