Can't deactivate 2021 Studio Freelance Plus license on a broken laptop. License reset option not showing on my account.

Question

My old laptop failed so I can't deactivate Studio 2021 Freelance in order to load it onto my new laptop. There is no license reset option on my account page as suggested in several posts in the Community (see image of my sole options below). I have been unable to access Studio for a week due to this problem and am desperate for a solution.
