I need help deactivating my license

I need to move Trados to a new laptop but I can't deactivate my license because my old device fully stopped working.

There is no "Reset license" option on my account on the website. 

When I try "Can't deactivate online? – Deactivate offline", I get the "An error has occurred with your offline-deactivation" message.

How do I deactivate and reactivate my license?
