Please help: Trying (and failing) to deactivate Studio so I can upgrade my licence and install it on a new computer

Whenever I try to deactivate the old version of Trados Studio 2017 on my old computer, either online or offline, I get an error message:

Product Activation window showing an error message: Failed to deactivate offline. The specified deactivation authorization may not be valid. Validate your deactivation authorization in your SDL Account.

Product Activation window showing an error message: Deactivation failed. Could not revoke this license. Could not connect to the activation server. The remote server returned an error: 403 Forbidden.

The sales operative suggested I go to C:\ProgramData\SDL\SDL Trados Studio\Studio14\Data and rename the Studio.lic file, but that folder does not exist on my computer. I only have the following folders:

How can I deactivate Studio?
