can't generate an "Installation ID" for an offline activation

Question

I am a user who is using Trados studio 2019 plus. 
 I've got a new laptop and existing computer's license has been deactivated by offline deactivation code. 
 My status is shown below:

But, when I put the activation code in V section, error is occurred instead of installation ID.

How can i get a installation ID? 
 Please help!!

Hello JONGHUN NAM 
 If you have Windows 11 try these steps: 
 In Windows search bar type "Device Manager" and open it and then go to: Network Adapters - Action - Add Legacy Hardware - Install the hardware that I manually select from a list - Network adapters - Choose a network adapter (Microsoft > Microsoft KM -Test). 
 Then try again offline activation.
