There is no need to deactivate offline, you can also deactivate online by clicking Reset license in your RWS account: https://oos.sdl.com/asp/products/ssl/account/mylicenses/licenses.aspx
Then you will be shown the two activations, you can reset only the one you want.
Then, after 30 minutes, proceed to activating by coping and pasting the activation code into the activation window.

I'm afraid there's no phone number or email to contact the technical support team directly - unless you have a paid support contract and the latest edition of Trados (you can purchase a support contract only for the latest edition).
We also don't have specific people in the Japan office to contact for the deactivation or reset of a license, since this is something the users usually do themselves and if they encounter issues they post here and we advise them.
If you cannot deactivate the license then please reset the license from your RWS account, please check the link below, as it shows you how to do that step by step:
Since you have a Trados Studio 2021 Freelance Plus edition, you need to reset each activation. If the reset does not work, please let me know and post again here.
