Second license "trapped" in my stolen laptop

Dear all,
I seem unable to log a support ticket, though I'm sure my problem can only be solved by the RWS Support team.
Here is the situation.
I purchased SDL Trados Studio 2019 Freelance Plus, which includes two activations. One activation is currently in use on my desktop PC. The second activation was used on a laptop that was stolen last year, and I was unable to deactivate it.
As a result, my account shows one activation in use and zero available, even though I should have two.
I need to get in touch with the RWS Support team to ask them to reset the activations or release the one associated with the lost laptop, right?
Still, I've been browsing the website for hours and I still haven't managed to find a way to log a support ticket.

    thank you very much for your help. I followed the steps described and at first everything worked out just fine. Then, at the very end, meaning when trying to activate the license, I got an error.

    My trados is set up in Spanish, so what you will find here under is a rough translation, not the exact message that popped up:

    Activation error
    The activation server could not be connected. Check the activation server address in the provider settings.
    - Remote server error: (403) Forbidden

    Could you help me overcome this obstacle? Right now I cannot use Trados on my laptop-
