I'm trying to deactivate my licence Dtudio 2021 to transfer it to a new pc but I get the message. "There are multiple instances of this application running. Close the other instances before deactivating the license." Can anyone help me?

Try to Reset the license from your RWS account - Licenses tab - Reset license button for the Trados Studio Freealance.

Wait for 30 minutes after the reset and then try to activate it on the new computer.
