The error message is correct. Before you will be able to generate the target file using Passolo 2022, you need to update all the source lists as well as all the translation lists. Then the project repository is correct and will let you generate the target files.
Please be aware that there are 5! major releases between Passolo 2009 and Passolo 2022. Migrating a .NET project from Passolo 2009 to Passolo 2022 is not just a lift and shift. During this time there have been numerous changes to the technology, not only internal but also changes by Microsoft. All these changes had to be taken into account by the development team. This may lead to numerous changes in the handling of .NET resources to be localized. All of this must be taken into account by the localization team.
