The ID of strings from resource type StringTable is a combination of the resource id and the item id. To calculate the string id use this formula:

Dim s As PslSourceString
...
Dim id as Long
id = s.ID
If s.Resource.Type = "StringList" Then
  id = 16 * (s.Resource.ID - 1) + s.ID
Else
  id = s.ID
End If

In your example the output works fine with:

PSL.Output("ID: " & 16 * (trnStr.Resource.ID - 1) + trnStr.ID)
