Locking files for one language in an lpu file containing multiple languages

Question

I have an .lpu file containing three languages. One if the languages, eg Italian, does not need all files translated. Is there a recommended way to lock the strings for Italian?
Currently I am selecting those files in Italian, setting the English strings to "Validated" so they don't appear in word count statistics, then "set locked". I can see this possibly causing problems later where an English string is leveraged in as Italian. Is there a correct procedure?

From a best practice point of view it would be good to store all these strings that need no translation in just one language in one single file. This would allow you to delete the complet translation list from the project (just for Italian). 
 
If these strings are distributed over various files, the process you are using is Ok, but I would not set them as "Translated and Validated". Then these strings will be leveraged from the internal project TM if you are using it. If you just use the "Set Locked" flag this will not happen.
