although I have set my JAVA add-in settings (PASSOLO 2016) to use escaped characters (see screenshot), PASSOLO creates UTF-8 files with BOM and no escaped characters.
What do I have to do to get target files in the desired format (UTF-8 without BOM, all characters above 0x7f escaped)?

Indeed I could open the dialog for the JAVAa add-in settings on more than one way. Now I followed you advice and selected all source strings and opened the dialog where I found the settings as I want them to be:
I confirmed and even clicked on "Als Standard festlegen". But still the newly generated target files do not correspond to those settings.
I must admit, that I changed settings after the initial creation of the project. Maybe I was not allowed to do that?

To recap: Your requirement is:
From my point of view such a target file cannot be differentiated from an ASCII/ANSI encoded files because all characters are below 0x80/127. So my solution is to not use any UTF-8 encoding and setup the project as
